The Bayelsa Health Insurance Scheme (BHIS) is a state-run social health insurance initiative designed to enhance access to quality healthcare for all residents of Bayelsa State. It operates through a multi-tiered referral system encompassing primary, secondary, and tertiary care levels, offering financial protection via pooled contributions from enrollees.
Established into law on July 19, 2013, BHIS is a cornerstone of Bayelsa’s strategy to achieve universal health coverage (UHC)—delivering accessible, affordable, and standardized healthcare across the state.
